Rep. Barry Moore supports legislation to protect students from harmful foreign influence

Washington, D.C. — Today, Rep. Barry Moore (AL-02) voted in favor of H.R. 5933, the DETERRENT Act, sponsored by Rep. Michelle Steel (R-CA). Foreign regimes, such as the Chinese Communist Party (CCP) and Qatar, the home of Hamas leadership, have expanded their influence in the United States by providing our academic institutions with lucrative funding opportunities. Many schools fail to report this funding, leaving foreign actors with a hold on U.S. academic institutions. This legislation cuts the foreign gift reporting threshold to $50,000 for most countries, and $0 for countries and entities of concern.

“We cannot allow foreign countries to take over our universities and work against American interests just by flashing their checkbooks," said Moore. "Our adversaries know one of the best ways to hurt us is to influence our students. This legislation ensures bad actors can be brought to light and holds universities accountable."
