Rep. Barry Moore introduces LABEL Act to hold abortion drug dispensers accountable

Washington, D.C. — Today, Congressman Barry Moore (AL-01) introduced the Linking Abortion-drug Batches for Enforcement and Liability (LABEL) Act.

The bill responds to troubling new state laws - such as California’s Assembly Bill 260 and similar legislation in New York - which allow prescribers and dispensers of abortion drugs to omit their identifying information from drug labels. These measures effectively shield those involved in chemical abortions from legal responsibility, undermining both patient safety and the rule of law.

“Abortion drugs end the life of a child, but can also cause injury or death to the women using them. This legislation is about transparency, accountability, and protecting women and children,” said Rep. Moore. “If a doctor or pharmacy dispenses abortion drugs that cause harm to the patient, her family deserves to know who was responsible. No one in the medical community should be allowed to hide behind anonymous prescriptions.”

The LABEL Act would:

  • Deem abortion drugs ‘misbranded’ unless their label clearly identifies both the name and address of the dispenser and the name of the prescriber.
  • Preempt conflicting state laws, ensuring that all abortion-inducing drugs are held to the same national safety and labeling standards.
  • Authorize the FDA, in coordination with the Department of Justice, to enforce existing penalties for violations of federal labeling requirements.

Chemical abortions now make up more than half of all abortions in the United States. The LABEL Act is not only a pro-life measure, but also a public safety bill designed to protect women from negligence and abuse.

This legislation is cosponsored by Reps. Harriet Hagemen (WY-At Large), Mary Miller (IL-15), John McGuire (VA-5), Andy Harris (MD-01), Gary Palmer (AL-06), Andrew Clyde (GA-09), and August Pfluger (TX-11).

Students for Life Action has endorsed this legislation.
